Boundary setup question for QLD owners: we have a retaining wall with fence above, and the combined vertical height from natural ground to top rail is around 2.4 m on one side. I am trying to understand how councils/certifiers usually treat this stack in practice: as one structure height outcome or as separate retaining + fence elements.
I know this is site-specific and not legal advice. I am after practical experience from approvals and disputes: what trigger thresholds were used, what drawings were requested, and whether engineering/certification was required once the combined condition exceeded common fence heights.
